A flotilla of rowing-boats, for war purposes, can be most advantageously managed upon the same general system, as that adapted for steam ships; and most of these observations, and the signals appended to them, are common to both.
The cases in which the evolutions of asteam squadron, would not be suited for boats, or in which those for boats, would not be adapted to steam ships, are obvious and very few; and a distinct code for each is, there fore, unnecessary.
