Charges to Earnings. Vouchers for overcharges on freight or passengers will be prepared by the Traffic department; and distribution of charge will be made to the roads of the system in the same proportions that the earnings were credited.

The kind of car or locomotive mileage to be used in each case, the further interpretation of these rules, and the basis of distribution in cases not above provided for, will be pre scribed by the Accounting department.
