The Department of Health shall consist of a Commissioner of Health and an advisory board.
The Commissioner of Health shall be the head of the depart ment, and shall be appointed by the Governor, with the advice and consent of the Senate. He shall. Be a physician of. At least ten years' professional experience, and a graduate of a legally constituted medical college.
The term of office of the Commissioner first appointed here under shall expire on the first day of March, one thousand nine hundred and seven, and the-term of office of every Com missioner thereafter appointed shall be four years, beginning on the first day of March, of the year in which he is appointed; -sec. 1, Act Apr. 27, 1905, P. L. 312.
