Since World War II there has been a radical change in international diplomatic alignments, and Japanese militarism appears now to be less feared by American policy-makers than by many informed Japanese civilians. Nevertheless, I hope that the value of this study of Japanese civil-military relations during fifteen years of prolonged crisis will be more than temporary, and that it will stimulate others to investigate in more general terms the recurring and as yet unsolved problem of military participation in government.
