OF the writings of our statesmen none possess a more timely interest and value to the student of American history than those of James Monroe. More than fifty years' public service connect him with the most important and vital interests of our country. The industry and success with which in the Congress of the Confederation, and subsequently, he contrib uted to the vindication of our national right to the navigation of the Mississippi, and, sensible of the in competency of the powers of Congress under the Confederation, introduced his resolution urging the several States to vest that body with power to regu late commerce, - the first step towards the convention at Annapolis, leading to that of Philadelphia and to the adoption of our present Constitution, - would alone render his services conspicuous and endear his life and memory to his countrymen.
