And be it further enacted, That the several counties and cor potations within this commonwealth, shall constitute the battalions, pottions ol' battalions, regiments or portions of regiments, as now established: Provided, That it shall be lawful for the executive to consolidate and divide regiments in the several counties, as circum stances may require.
