About the Author
ROBERT F. GORMAN, Professor of Political Science, Southwest Texas State University, has written at length on refugee and development policy. His recent books include, International Relations: Understanding Global Issues (1990), Coping with African Refugee Burden: A Time for Solutions (1987), and Private Voluntary Organizations as Agents of Development (1984).
