Examines whether the UN's efforts to devolve both its responsibility for security to regional institutions and the delivery of some of its services to international NGOs are a step towards or away from better global governance. After presentation of two frameworks for analysis, case studies of the UN's task-sharing with regional institutions in the former Yugoslavia, Liberia, Central America, Haiti, and Georgia shed light on these issues while analyzing the relationship with NATO, ECOWAS, the OAS, the CIS, and the OSCE.
