Prior to the introduction of the railway system, rivers and canals were the sole recognised and possible means of transporting large quantities of goods at anything like reason able prices. Since their introduction however, and owing to their development, the growth of trade has been so rapid, that many of the railways are now inadequate to the traffic they have so much assisted in fostering, while in many cases the goods to be forwarded are of such a nature that they will not bear expensive carriage. Frequently also, the lines themselves might be more profitably employed in forwarding goods and passengers at rates that would give them better returns.
It is for the carriage of large quantities of bulky, or cheap goods, at slow speeds and at low rates that, in France and Germany especially, so much attention is being devoted to the improvement of their rivers, and the development of their system of canals.
