Malgré des concessions apparentes et des hésitations dont le véritable caractère échappait aux contemporàins, Philippe Il resta constamment fidèle à une politique inflexible. Tous ses efforts eurent pour but de raffermir le catholicisme et de le dé fendre contre ses adversaires. Ce fut la mission qu'il s'impose et qu'il accomplit avec une inébranlable obstination. Personnifiant en lui l'exaltation religieuse de l'espagne et aspirant à devenir le protecteur et comme le souverain de tous les catholiques, commentaurait-il pu transiger avec l'hérésie! C'était pour l'écra ser qu'il régnait; et c'était pour mieux atteindre ce but, pour mieux cacher ses veritables desseins, qu'il suivait une marche tortueuse, qu'il gardait souvent un silence équivoque, ou qu'il affectait une condescendance qui était bien loin de sa pensée. Mais tout à coup on le voyait se redresser et manifester sa volonté avec une implacable énergie.
