De ce moment, il de vient possible d'étudier avec suite et méthode les principes mêmes du gouvernement, la formation des sociétés en gene ral, celle de la nôtre en particulier, les conditions et les lois de son développement, soit qu'on veuille interroger le passé dela France pour lui demander le secret de l'avenir, soit que, dédaignant la tradition et l'expérience historique, on préfère chercher dans la raison même les bases d'une organisation conforme à la justice.
