There are moments when the humblest individual in a free country, may, on public questions, be permitted to ap proach the rulers thereof, and address them in the words of truth. I consider the present period, and the Colonial question now under discussion, and on the issue of which the honour, interest, and prosperity of this country so greatly depend, to be a period and a question of this description.
