My next thought was to do a simple outline of the things I had in mind and hold a series of informal dis cussion groups with a view to interesting people in these rules. I thought that we might, with time, spread the doctrine usefully and rather widely through the organi zation. I had (and have) an idea that it would mean extra dollars in the pay check of every individual who would go to the relatively small trouble of studying it.
