Recent economic conditions in the United States and Canada, particularly periods of recession and high unemployment rates, have made economic development a more important and widely recognized activity of local government. About the Author

THOMAS S. LYONS is an Assistant Professor at Michigan State University who has worked as a professional planner in municipal government and as a private consultant for over ten years.

ROGER E. HAMLIN is currently Professor and Coordinator of the Urban Planning Program Director at Michigan State University. He is formerly with the Chilean Ministry of Housing, the New York State Senate, the New York Office of Planning Services, and has worked in the Dominican Republic and Japan.
