Il est certain cependant qu'en général on les considère en Occident comme des actes de barbarie isolés, quoique nombreux, excités par la haine de race, et ne devant être imputés qu'aux lieutenants du tsar sans que la responsabilité en remonte jusqu a lui. En remettant sous les yeux du public ce recueil de pièces qui appartiennent à l'histoire, on n'a pas seulement voulu les sauver de l'oubli; on s'est proposé en outre de démontrer par leur ensemble qu'elles sont les parties détachées d'un système suivi avec acharnement, et qu'elles décou lent directement de la politique tsarienne, dont elles donnent le dernier mot, et le plus expressif.
