Sein Votum gab er dahin ab „ich stimme für die Herstellung einer Statthalterei mit einem verantwort lichen Ministerium. Teils mehr, teils minder vorbe haltlos äusserten sich die Redner der verschiedenen Parteien in zustimmendem Sinne.
