In the absence of an explicit preven tive detention statute, bond is often set higher than the defendant can afford to prevent him from failing to appear or committing new crimes. A study in Philadelphia, however, indicated that most detained defendants who were released (through an unexpected court order) did not fail to appear or become rearrested for pretrial crime.
