The restoration of Charles II marks the beginning of attempts at systematic control of England's valuable colonial possession The preceeding half century had been a period of experimentation. Enslish statesmen were only beginning to grasp the full importance of colonial empire. Cromwell, perhaps, realized the significance of the word empire as no other statesman of his time, but he died too soon. Everything that he planned was abandoned at his death, consequently we cannot trace plans for colonial control to him or his period.
