Resident Engineers in their dealings with the con tractors are expected to follow a courteous, business like and ethical course; to recollect that it is the con tractors' business to make all the money possible. Resident Engineers are not on the work to prevent this, but to see that the contractors perform their work in strict accordance with the specifications, plans and contract.
