In view of these circumstances and the exaggerated pre tensions of France, the government decided to maintain a strictly neutral position. Accordingly a proclamation to that caset was issued by President Washington on April 2zna,17 93, and to give legal force to the principles enunciated, Congress passed an act at its next session on June 5th, 1794, known as the first Neutrality Act. It was to be in force for two years but was continued in 1797, and made permanent in 1800.
