Chargé comme vice-président de cette Commission de suivre la direction de ses travaux, je dois vous dire tout d'abord que ce rapport exprime d'une manière complète l'ensemble de nos idées, et que les solutions proposées sont l'expression légitime d'une unanimité qui ne s'est pas démentie sur un seul point.
