Excerpt from Appendix to the Journals of the Senate and Assembly, of the Fifteenth Session of the Legislature of the State of California, Vol. 2
The great increase in the Library Fund has been occasioned by the large number of incorporated companies that have been formed for mining and other purposes; each company incorporated is required to pay five dollars for filing in the office of the Secretary of State a certified copy of the certificate of incorporation; if the certificate is recorded an additional fee is paid.
It is to be expected that the sum received from this source will soon decrease, and in a few months entirely cease. It is gratifying to know, however, that the Fund has been so much increased in a manner that is the least felt, and without encroaching upon the General Fund.
