Sous le Consulat et l'empire, l'histoire de l'assistance tient en quelques lignes. Bonaparte ne s'en occupait que dans la mesure Où elle touchait a la police ou a la sûreté publique. Tout le reste était abandonné aux ministres et aux préfets: les bureaux de bienfaisance, les conseils des hôpitaux étaient à la nomination du pouvoir central. Un régime de l'or livrait les sociétés privées à la discrétion du gouvernement. Au fond, la seule question qui intéressât l'empereur fut la répression de la mendicité. Du décret. De 1808 date la cr'ation des dépôts qui, du reste, détournés de leur destination, n'arri vèrcnt ni à relever, ni à réprimer, ni à assister.
