Elle raisonnait ainsi Ces jeunes gens sont Français au regard de la loi française; mais dans beaucoup de pays, notamment dans les républiques sud - américaines, ils sont cousi deres aussi comme citoyens de leur terre natale. A vingt et un ans, ils ont le choix entre deux nationalités.
S'ils optent pour la nationalité française, ils ne peuvent rentrer en France avant l'âge de trente ans sans faire trois ans de service militaire. S'ils optent pour la nationalité étrangère, ils peuvent rentrer en France a leur gré ils y jouissent de tous les avantages de la vie française, sans aucune obligation militaire; ils ne sont privés que du droit de suffrage et de l'aptitude aux emplois publics.
Indubitablement, le plus grand nombre renoncera à la nationalité française, concluait la commission.
On s'attache généralement beaucoup au pays qui vous a vu naître, où l'on a passé sa jeunesse, où l'on a souvent assisté à l'accroissement de la fortune pater nelle, et il faut supposer un patriotisme bien ardent chez un jeune homme de vingt et un ans pour admettre que, de gaieté de coeur, il aliénera sa liberté et se soumettra aux exigences du service militaire complet, au risque d'interrompre ses études ou de retarder son entrée dans la carrière de son choix.
Or, les Français ne sont pas si nombreux que la France puisse en perdre; pour conserver ceux-là qui ne feront pas le sacrifice de trois ans de leur vie à leur nationalité, mais qui feront sans doute le sacrifice d'un an, la réduction du service\ militaire est le seul moyen.

The author argues that by removing young men from their families and professions for the better part of three years, it sabotaged the nationâs economy, agriculture, culture, and demographics. The author contends that France's military and political leaders were aware of these destructive consequences, yet chose to maintain the lengthy conscription as a tool of social control. Despite a law passed in 1889 that was supposed to make military service more equitable for all Frenchmen, the author charges that the government ignored its own legislation and allowed widespread exemptions and privileges for the wealthy and well-connected. According to this book, although French military leaders were quick to tout their devotion to la patrie, their actions, particularly their resistance to reducing conscription terms to one year, proved otherwise.
