La monarchie, la religion, les lois, l'autorité, l'administration, les finances, la magistrature, la discipline, le respect même, avaient péri sous les coupe des novateurs qui sons pré texte de régénérer la T'ranoe, avaient anéanti les premiers éléments de l'ordre, les conditions les plus nécessaires de la vie des peuples et de la durée des États. Ce n'était pas assez que Napoléon eût tout à reconstruire il était encore forcé de tout innover: l'omlwageuse susceptibilité de la France nouvelle se fût révoltée à1'ide du retour des anciennes choses. Mais ce grand homme avait affaire à un peuple qui se paye souvent de mots, et il le savait; tout en sinmlifiant, en améliorant les institutions de la vieille monarchie, il re construiüt l'ancien temps sous des noms nouveaux et sous des formes nouvelles et la nation se soumit comme si elle avait obtenu tout ce qu'elle avait souhaité.
