Ce n'est pas dans cette académie qu'il convient de prendre parti sur le sens des promesses de la Charte, et sur les meilleurs moyens de les concilier avec les droits imprescriptibles de l'état. Je veux seulement traiter un point d'his toire qui a joué un grand rôle dans les écrits des canonistes et des jurisconsultes d'autrefois.
