Il y a dix ans, au commencement de l'année 1899, nous présentions au public le premier numéro de cette Revue internationale; nous nous efforcions d'indiquer nette ment le but vers lequel nous comptions _diriger nos efforts, et les moyens par lesquels nous nous proposions d'approcher de ce but sans cesse davantage car il est de ceux qu'on n'atteint jamais.
Aujourd'hui, jetant un regard derrière nous, il nous est permis de dire que nos espérances n'ont pas été déçues nous pouvons nous féliciter d'avoir été entendus et com pris.
