I had occasion in each of my two preceding reports to congratulate the people of the State of Florida upon the excellent financial condition of the State and to then predict that the future would in my judgment give rise to even better conditions than then. Existed. I am now able in presenting this, my report for the year 1904, to show that these forecasts have been fully verified.
