It seems to be believed by many that charges for transporta tion are an exception to this rule, and that, except in so far as they are regulated by public authority they can be fixed at any level desired by the carrier. Every man who has had practical experience in the transportation business, and especially in the department having to do with the fixing of rates, knows that this is not true. If it were otherwise, all: common carriers would prosper and such a thing as a bankrupt railway would be unknown.
