It believes that a too paternalistic government amounts to an "under-coddling of the lazy, the thriftless and the idle," and will prove detrimental to self-reliance, justice and equity. On the other hand, the Labour party has a definite theory of the increasing necessity for State interference in the interest of social welfare. Such a view receives wide endorsement by public opinion. The working philosophy of the majority of Australians is a "belief in the right of every citizen to claim state aid (both with money and with legislation), towards his efforts to develop the state's resources, and a vague idea that state aid to some extent justifies state control." 1 The more thoughtful of them feel that social welfare can be the only valid purpose, and therefore the only valid justification of a democratic government. In collective ownership they realize their personality as fully as in private ownership, which the present social system makes impossible for so many of them. Their individuality is strengthened by the sense that they have the right to demand the services which a democratic government, aiming at social welfare, offers them. Those charged with the administration of affairs are the servants of the people, who in return have a responsibility for the efficiency, honesty and thoroughness of their administration, the nature and character of their actions, and the maintenance, under conditions of prudent economy, of these services.
