ROBERT PYPER is Professor of Government and Public Administration, Glasgow Caledonian University, UK. He is author, co-author or editor of seven books, including Aspects of Accountability in the British System of Government (Tudor, 1996), The British Civil Service (Palgrave Macmillan, 1995), and The New Public Administration in Britain (with John Greenwood and David Wilson), Routledge, 2002.
