Synopsis
The contemporary countryside of England and Wales presents a picture of diversity and change. Rural areas have experienced a growth in population and an expansion of new small firms, attracted by environmental, labour and lifestyle factors. Aimed at local authorities, this research document attempts to establish the extent to which local planning authorities are implementing Planning Policy Guidance Note 7, which contains policies for diversification of the rural economy, in the councils' development plans and development control decisions. It also attempts to establish the reasons why the policies are not being fully implemented where this is so, and to recommend measures to overcome any further obstacles to complete implementation.
