The study has been undertaken in a sample of English local authorities, although the book also contains material from a linked study of all local authorities in Wales. The book focuses on how local authorities implemented the Act, and particular attention is paid to areas such as co-ordination, regulation, provision of services and equal opportunities. The supply and use of daycare and education services for young children are also analyzed.
