Between 1980 and 1993 the number of people living in mental handicap hospitals in the UK dropped from 55,000 to 22,000. This change has resulted in many thousands of people with learning disabilities moving from hospital back to "the community". This report examines what impact "Care in the Community" has had on the actual quality of life of this group. In a critical review of 71 UK studies, the authors draw out key implications for the purchasers and providers of health and social care.
