Whether you are a DBA or Developer, buy and read this whole book and you will learn what I have learned painfully in over a decade of tuning Oracle. This was VERY painful to write and I only wrote it so that YOU could feel that great feeling from making the impact that tuning brings. I repeat some topics in the book more than once so that each chapter can be read independently (hard to have the time to read it all at once). This is my gift back to you ... make sure that you take advantage of it. Also, there is no CD ... I highly recommend the books PL/SQL Tips and Techniques by Joe Trezzo and Oracle8i Web Development by Bradley Brown. Also, an advanced tuning book on Latches is great by Steve Adams and on UNIX tuning by Ahmed Alomari.
