1TLS, Letterhead for the Union of Soviet Socialist Republics of the United Nations, with both Russian and English address. Letter addressed to Ralph K. Davies who had been vice-president of Standard Oil of California and was tapped by Harold L. Ickes in World War II to head up the Deputy Petroleum Administration. He became the key person to connect big oil and the U.S Government. This letter from Andrei Gromyko to Davies who warmly congratulates him. Davies had just become instrumental in formulating and negotiating an international oil agreement. A very nice copy with carbon copy of the original letter of Davies to Gromyko.
