Dass die europäische Sicherheits- und Verteidigungspolitik (ESVP) dennoch erst eine recht junge Geschichte aufweist, liegt vor allem daran, dass sich die EU-Staaten häufig auf-grund nationaler Strategien nicht einigen konnten. Denn in der ESVP stehen für Nationalstaaten Sou-veränitätstraditionen einer europäischen Vergemeinschaftung gegenüber. (.)Europas Sicherheit hat Bedarf an politischen Entscheidungen, die europäischer geprägt sind als in der Vergangenheit. Der bestehende Mangel einer politischen Gesamtvision, einem handlungsmotivierenden europäischen Interesse der Mitgliedstaaten lässt Fragen über die Zukunft der ESVP bezüglich der Entscheidungs- und Handlungsfähigkeit aufkommen. In nun Folgenden sollen daher anhand der drei größten und bedeutsamsten Triebkräfte Europas- Großbritannien, Frankreich und Deutschland - und ihrer verschiedenen politischen Kulturen, Traditionen und Rollenverständnisse und den daraus resultierenden unterschiedlichen sicherheitspolitischen Interessen die Probleme einer handlungsfähigen ESVP in naher Zukunft gezeigt werden. Die sich daraus ergebenden Folgen und Perspektiven werden anschließend in einem Ausblick zusammengefasst. 24 pp. Deutsch.
