These forces are influenced by the status of technics, by the forms of production and consumption, and by the means of transportation available to the settlement builders. This interdependence of social and technological forces is expressed in all kinds of culture and varies only with the variations of the predominant elements.

We can see that this is true as we study cities of the past. They are unlike cities of today, but they show that, as each new order comes into existence, changes in urban development become both possible and necessary. This process is clear wherever we find settlements of men. Students have tended to limit research to large settlements.
