156 pages. "By joining the Warsaw Convention of International Transportation by Air in 1934, the U. S. Government accepted an arbitrary reduction of the money value of American lives. If a passenger is, through negligence, maimed or killed in an accident on an American railroad, bus, or domestic airliner, he or his dependents can claim full recovery of damages, which may amount to several hundred thousand dollars. One might expect that the safeguards for overseas flights would be still greater. On the contrary, the utmost limited allowed by the Warsaw Convention is 8,291.87; it makes no difference if the passenger has been killed in an aircrash, as happend to Mr. Lee on the Yankee Clipper, or crippled for life; nor does it make any difference what degree of carelessness has caused the accident. If merchandise is spoiled or lost through negligence, there is a possibility of recovering full damages, but not so for human life."
