Mumford concludes, "If foreigners want our bread, our cotton, our tobacco, our lumber, or our naval stores, we only ask to be allowed a air and reasonable share in the carriage of the same to them, and are willing that they should participate with us in the benefit of bringing their produce and manufactures to this country.
