Judge Nicholas, prominent in efforts to keep Kentucky neutral during the U.S. Civil War, here writes to the Kentucky Legislature to urge their support for a National Convention to re-work the United States Constitution. He wants to allot senators based on state population, decide what rights the newly-freed negroes should have; settle questions such as the legality of paper money, conscription, confiscatory powers, suspension of habeas corpus, Territorial rights, various Presidential powers, certain States' rights, curbs on abuse of Presidential powers, naturalization of foreigners other than Europeans; etcetera. He feels that Kentucky, having been largely neutral in the late hostilities, will be the natural leader in this effort. He further worries about continued Southern unrest if the negro question is aggravated by the North, and discusses the lack of fairness of the electoral college system. Scarce & interesting. Undated, no publisher, no place; the University of Kentucky library gives the date as 1865, likely place of publication Louisville. Pamphlet, blue covers printed in black. Light general wear, but disbound from a collection of pamphlets; the spine is split with some damage towards the top; entire pamphlet creased quite near the spine; some discoloration at the gutters; minor waterstains to fore-edge; small chunk torn out of first page (an improvised index tab was torn out) with a waterstain around it, no text missing.
