La notizia della fine della guerra fu comunicata in Italia la sera del 5 maggio 1936: dopo che in tutto il paese le sirene avevano chiamato in adunata la popolazione, dal balcone di Palazzo Venezia si affacciò Mussolini che diede l'annuncio a una nutrita folla con un breve discorso. Tra le righe del discorso del 5 maggio Mussolini delineò il destino dell'Etiopia e, anche se non fu pronunciata la parola "impero", il discorso fece comprendere come la fuga del negus e la mancanza di un interlocutore valido avrebbero favorito la visione del Duce di un progetto di governo diretto in Etiopia, come fu chiaramente esplicato nel discorso del successivo 9 maggio. Quella sera, dopo aver consultato velocemente il Gran consiglio del fascismo e riunito per pochi minuti il Consiglio dei ministri, Mussolini decise di bruciare i tempi e prendere in contropiede Francia e Regno Unito prima che queste prendessero posizione in merito all'annessione italiana e, riaffacciandosi da Palazzo Venezia, annunciò all'Italia e al mondo «la riapparizione dell'Impero sui colli fatali di Roma». Questa adunata fu, se possibile, ancor più trionfale e retorica di quella precedente e, dopo aver annunciato che «i territori e le genti che appartenevano all'Impero d'Etiopia sono posti sotto la sovranità piena e intera del Regno d'Italia» e che il titolo di Imperatore d'Etiopia sarebbe stato assunto dal re d'Italia Vittorio Emanuele III di Savoia, nel discorso fu subito messo in evidenza come il nuovo impero fosse una creazione esclusivamente fascista e mussoliniana.
