The explanations advanced frequently hinge on those supply and demand factors, perceptible during the growth period itself, which may have helped or hindered economic progress. The problem which arises with this approach is whether those forces attributed with having pulled a country forward were the same as those which, in their absence, had held it back. For example, the growth of'inter national demand may be seen as a major stimulus in the economic development of a particular country, but its effectiveness as a stimu lant may have been contingent upon the prior removal of quite diffe rent obstacles to growth. In these circumstances it would be quite wrong to attribute lack of earlier development to the absence of international demand. Thus the study of a period preceeding discer nible growth in a sector of the economy may tell historians as much about the reasons for subsequent growth as a study of the growth period itself. This was my initial reason for choosing to research into the industrial development in the Netherlands in the first half of the nineteenth century: that it was an interval in economic history usually interpreted as one of stagnation, of missed opportunities and even of economic decline. 256 pp. Englisch.

The individual doctor needs to decide for himself whether the cholesterol issue requires action or not, and for this he needs access to up to date and relevant data. This is one of the purposes of this book. In the East ~nd the West, in devel oped and less-developed countries, planning has become widespread. It has been praised and ridiculed, used and misused, both as a catch word for a better future and as a scapegoat for bitter failure. Plan ning has been interpreted differently by every society, giving rise to a wide range of styles and approaches. Fascination with the phenom enon has yielded a variety of definitions of planning, each of them influenced by the actual problems facing the planners on the one hand, and by the imagination, ideology and aspirations of the theo rists on the other. However, the variety of approaches and definitions has almost obscured the phenomenon itself and blurred its specific meaning. This fact, coupled with disappointment with the practical achievements of plannings, has created much criticism of the social and political value of planning in the West. In this volume we do not intend to answer the question whether planning in Western countries has been successful, nor to suggest specific ways of improving it. We shall limit ourselves to presenting a case study of national planning in one country. If integration was the major motto, the need for a method ology, appropriate to the teleological peculiarities of all applied sciences, was the main impetus behind the conception of the present work. This need I felt a long time ago in my own area of analytical and empirical research in accounting theory and management science; later I had the opportunity to teach, for almost a decade, graduate seminars in Methodology which offered particular insight into the methodological needs of students of such applied disciplines as business administration, education, engineering, infor matics, etc. Out of this effort grew the present book which among other things tries, on one side, to illuminate the difference and relationship between methods of cognition and methods of decision and on the other, to sketch a framework suitable for depicting means-end relationships in a holistic setting. I believe that a systems methodology which incorporates recent endeavours of deontic logic, decision theory, information economics and related areas would be eminently suited to break the ground for such a future framework. One of us had just re-read Walter Nord's Marxist critique of Human Resource Management, and the discussion evolved into an enumeration of the many articles that had appeared in the recent literature attacking the discipline, its mission, and its methods. In no time the list was long enough to suggest that a number of scholars, both young and established, were dissatisfied with the rate of progress begin made in the accumulation of knowledge about organizations. The critics we identified were located at many different schools, and they were associated with diverse research traditions and biases. The causes they identified as underlying the problems they cited varied, as did the solutions they offered. We decided to pursue these polemics with a view to seeking com monalities among them, hoping that if there were any dominant common themes, it might be possible to anticipate the directions the field could take. Our reading and thinking led us to the conclusion that many of the issues being raised by the critics of the discipline could be seen as disagreements over some implicit (or ignored) metaphysical and epistemological assumptions about organizations. But the subtitle is right, and originally it was just the title. A strange subtitle, isn't it Preface to a Science of Mathematical Education. All sciences - in their prenatal stage - have known this kind of literature: only the term used was not 'Preface', but, for instance, 'Prolegomena', which \* means the same though it sounds less provisional. In fact such works were thicker than the present one, by up to ten times. There is much more that can be said about a science before it comes into being than after; with the first results comes modesty. This is the preface to a book that will never be written: not by me, nor by anybody else. Once a science of mathematical education exists, it will get the preface it deserves. Nevertheless this preface - or what for honesty's sake I have labelled so - must fulfil a function: the function of accelerating the birth of a science of mathematical education, which is seriously impeded by the unfounded view that such already exists. This has brought forth many attempts to tind a general philosophical position which can do justice to these experiences without reduction or distQrtion. In France, the best known of these recent attempts have been made by Sartre in his Being and Nothingness and by Merleau-Ponty in his Phenomenol ogy of Perception and certain later fragments. Sartre has a keen sense for life as it is lived, and his work is marked by many penetrating descrip tions. But his dualistic ontology of the en-soi versus the pour-soi has seemed over-simple and inadequate to many critics, and has been seriously qualitied by the author himself in his latest Marxist work, The Critique of Dialetical Reason. Merleau-Ponty's major work is a lasting contri but ion to the phenomenology of the pre-objective world of perception. But asi de from a few brief hints and sketches, he was unable, before his unfortunate death in 1961, to work out carefully his ultimate philosophi cal point of view. This leaves us then with the German philosopher, Heidegger, as the only contemporary thinker who has formulated a total ontology which claims to do justice to the stable results of phenomenology and to the liv ing existential thought of our time. 312 pp. Englisch.
