This hardback addition appears to be a specially prepared presentation edition using the original paperback publication by simply adding the covers and endpapers. This evidence for this is the ISBN, the copyright page statement First Paperback Edition 1984, the Economic Development and Tourism Department presentation lable on the title page, and the presence of the pictorial ranch scene with a windmill and stock tank on the stiff card covers that are the original covers for the paperback edition.
