The stoppage was dealt with savagely. At Lubumbashi, forty~five men, two women and a child were shot to death by the Force Publique. Seventy~four others were wounded. The year before, a similar series of strikes in the Northern Rhodesian, now Zambian, Copperbelt had been suppressed in like manner with loss of life. Why was a black work force, although dependent for its ultimate security on the non~capitalist bases of the rural areas, prepared to put life at risk in a confrontation with capital at the work~place? This is one of the questions probed in this book. Charles Perrings makes a major contribution to the history of both large~scale capitalist enterprise and the emergence of an African proletariat. He examines changing patterns of dependence on wage labour among black workers in the copper mines of the former Belgian Congo (Zaire) and Northern Rhodesia (Zambia). Focusing on the years before the Second World War, he seeks to explain why mining capitalists developed employment strategies designed to inhibit the process of proletarianization; he also shows how these strategies influenced the objective economic interests, and thus the behaviour of black mineworkers. In exploring these themes, Charles Perrings breaks much new ground in both 'business history' and 'labour history'; this is indeed the first fully documented analysis of long~term economic change in central Africa. However, the book is of more than regional significance. For its central concern is with a process common to most countries of the Third World : the continuing dependence of wage earners on farming for subsistence and/or cash. It is this articulation of capitalist and non~capitalist modes of production~the one based on contract, the other on kinship~which is increasingly seen to be at the root of underdevelopment in the Third World. Charles Perrings' historical study is thus of wide contemporary relevance.
