El requisito formal sería la configuración que han de adoptar aquéllos respecto de esa asociación. De esta manera, si bien el poder no es una cualidad innata del hombre, sí podemos decir que en el Leviatán todo hombre se sitúa bajo su halo; el pacto inicial con el que se confecciona el Estado o Leviatán precisa del acuerdo de los hombres que están sometidos a su Poder, con mayúsculas. Un poder que, en el Estado, ha de ser abs.
