This book provides the most detailed account of English politics between November 1640 and October 1642 since S. R. Gardiner published his classic account almost 100 years ago. The narrative seeks to integrate the stories of Westminster politics and local responses to the political crisis: particular attention is given to the many petitions presented to the king and parliament. War came about, the book argues, through the development of a vicious circle of misunderstanding and distrust between the king and the leading members of the House of Commons. On the parliamentary side there was a rooted conviction, which had its origins in the late 1620s, that Charles I was involved in a popish conspiracy against the Church and state. The king in turn believed that a clique of ambitious and self-interested men intended the destruction of his prerogative, of episcopacy and of the common form of worship. Civil war was thus founded on competing myths that fed and sustained each other. Yet the analysis also gives full weight to the ideological content of the struggle, stressing how Puritanism gave momentum to the parliamentarian cause and how attachment to bishops and the prayer book was the bedrock of royalism. The strenuous efforts made by men on both sides of the divide to avoid war are emphasized.
