Roosevelt was determined to utilize his office to the fullest to meet the challenges of economic collapse and Axis expansionism. He was, however, far less certain in each instance as to what precisely he would do. He was by nature and experience disposed to flexibility, and the absence of pat solutions to problems that were at once complex and evolving reinforced his penchant for improvisation. One thing that was certain, however, was that experiment and innovation would test the public's patience and his capacity to ensure it. When Roosevelt characterized the nation's problem at his first inaugural as "fear itself, " he was giving initial expression to a major theme of his entire presidency. The cooperation and political support upon which national achievement depended would rest on public faith. When FDR asked skeptical investors to redeposit their money in a discredited banking system or defense workers hungering for higher wages to forgo strikes, he drew mainly on the good will his government commanded. Moreover, the President realized that his enormous undertakings would inevitably give rise to serious mistakes and setbacks which, in the absence of public confidence, would generate the fears and skepticism upon which political opposition would fatten. In short, successful experimentation required the time and the relatively free hand that made an effective public relations program a necessary part of government. The task was not to be taken lightly. A faulty approach could increase rather than alleviate the administration's problems. Americans were wary of the palpable manipulation they commonly associated with ?propaganda, " and any effort so identified was likely to produce disbelief and hostility.
