Reads: 'Lord Londonderry presents his compliments to Mr Watson and begs to forward to him a letter and book which he has been requested by Monsieur de Martens to present to His Majesty'. Londonderry was considered a repressive figure by the radicals. In a poem Byron called on travellers to piss on his grave, and in 'The Masque of Anarchy' Shelley wrote: 'I met murder on the way, | He had a mask like Castlereagh.' Within months of the present communication Londonderry would commit suicide.
