Dieses Abkommen, das voraussichtlich Ende 2006 in Kraft treten wird, beinhaltet die grundlegende Änderung der Eigenkapitalunterlegung der Kreditausfallrisiken bei Banken. Die Eigenkapitalausstattung der mittelständischen Unternehmen in Deutschland ist sehr gering. Daraus resultieren niedrige Eigenkapitalquoten, die darauf zurückzuführen sind, dass vom deutschen Steuer-, Bilanz- und Insolvenzrecht starke Anreize zur Fremdfinanzierung ausgehen. Deshalb sind die Mittelständler von den künftigen Eigenkapitalregeln besonders betroffen, da diese Unternehmensform in hohem Maße über Fremdkapital resp. Bankkredite finanziert wird. Vor allem für die kleineren mittelständischen Unternehmen wird der Bankkredit in näherer Zukunft die Hauptquelle für Fremdkapital sein, da alternative Formen der Unternehmensfinanzierung, wie z.B. der Gang an die Börse, eher den Großunternehmen vorbehalten sein werden. Es wird somit zu einem Wettbewerb der kleineren Unternehmen um den Zugang zu Fremdkapital kommen, da die Aufrechterhaltung der Liquiditätsversorgung eng an die strengeren Bedingungen von Basel II geknüpft sein wird. Das Ergebnis ist eine risiko-adäquate Unterlegung der Kreditrisiken mit Eigenkapital , d.h., es bekommen nicht wie bisher alle Kredite die gleichen Konditionen (à gute Kredite subventionieren die schlechten), sondern die Banken machen ihre Konditionen von einer Risikoklassifizierung des Kreditnehmers abhängig. Daraus ergibt sich für ein mittelständisches Unternehmen die Problematik, eine adäquate Darstellung seiner Performance, d.h. eine Abschätzung zur Beurteilung von Leistungspotentialen , bzgl. des nachhaltigen Erfolges des Unternehmens gewährleisten zu müssen. In Deutschland ist besonders der mittelständische Einzelhandel durch sehr schwache Eigenkapitalquoten gekennzeichnet. Außerdem liegt der Einzelhandel bei einem Vergleich der Kreditausfallquoten nach Branchen mit einer Quote von 7,3% direkt hinter dem Gast- und Baugewerbe (8,3% bzw. 8,2%). Da in Zukunft voraussichtlich alle Unternehmen des Mittelstandes im Vorfeld einer Kreditvergabe ein Ratingverfahren durchlaufen müssen, ist also gerade für den Einzelhandel die Auseinandersetzung mit dieser Form der Beurteilung unerlässlich. Der deutsche Textileinzelhandel, der größtenteils durch den Bekleidungseinzelhandel repräsentiert wird, ist traditionell sehr stark mittelständisch strukturiert. Aufgrund von Basel II werden daher auch die meisten Unternehmen im Bekleidungseinzelhandel dazu gezwungen sein, gegenüber ihren Kapitalgebern eine gute Performance zu präsentieren und somit Kreditwürdigkeit zu kommunizieren. Die Kreditqualität eines Unternehmens muss durch ein positives Ergebnis in Form eines Ratings signalisiert werden. Es stellt sich somit für die betroffenen Unternehmen die Frage, wie ein solches Resultat erreicht bzw. forciert werden kann. Der Bekleidungseinzelhandel ist in erster Linie von qualitativen Erfolgsfaktoren geprägt. Bei einem Rating im Bekleidungseinzelhandel ist daher von einer schwerpunktmäßigen Beurteilung dieser Faktoren auszugehen. Allerdings existiert hier das Problem, dass bislang kaum einheitliche Bewertungsgrundlagen in Bezug auf diese qualitativen Aspekte vorliegen. In diesem Kontext muss die Frage gestellt werden, ob sich das Unternehmen überhaupt gezielt auf mögliche Anforderungen eines Ratings vorbereiten kann.
